Saturday afternoons (noon – 4pm) are generally the busiest time at the landfill.
Wait times on Saturday afternoons often approach 45 minutes to an hour.
To avoid the long lines, we recommend visiting the landfill earlier on Saturday or sometime during the week.

Canyon County Residents

General Fee: $14.50 per ton Note: It takes approximately 620lbs to exceed the minimum fee of $5.00 A limit of ten (10) passenger or light truck tires for $2.00 each in addition to your weight. Refrigeration units with or without compressors containing Freon or oil an additional fee of $15.00 per unit is charged in addition to your weight. Clean wood wastes are accepted for a reduced fee of $12.00 per ton.


Owyhee County Residents

General Fee: $16.00 per ton Note: It takes approximately 620lbs to exceed the minimum fee of $5.00. A limit of ten (10) passenger or light truck tires for $2.25 each in addition to your weight. Refrigeration units with or without compressors containing Freon or oil an additional fee of $15.00 per unit is charged in addition to your weight. Clean wood wastes are accepted for a reduced fee of $12.00 per ton.

We accept household waste from Canyon and Owyhee County residents only.

Household Waste

Household Waste is defined as any solid waste (including garbage, trash, and sanitary waste in septic tanks) derived from households (including single and multiple residences, hotels and motels, bunkhouses, ranger stations, crew quarters, campgrounds, picnic grounds and day-use recreation areas). USEPA 40 CFR Part 258.2 and IC 39-7403.21. The following wastes will be accepted but must be placed in an area designated by the Waste Screener on duty:

  • Lead acid car and truck batteries
  • Ten (10) passenger and light truck tires for an additional fee of $2.00 each in addition to your weight.
  • Up to 5 gallons of Latex and Lead Based Paints.
  • Refrigeration units with or without compressors containing freon or oil. A fee of $15.00 per unit is charged in addition to your weight.
  • Up to 3 gallons of used motor oils from residents only. Oil will not be accepted from commercial sources.
  • Up to 3 gallons of used antifreeze will be accepted from residents only.
  • Up to 5 gallons of old gasoline or diesel fuels will be accepted from residents.
  • Clean wood wastes are accepted for a reduced fee of $12.00/ton.
  • Regulated Asbestos Containing Material (RACM) is accepted for a fee of $50.00/ton with prior notification and proper Waste Shipment Record documentation.
  • We accept televisions from households only.

Solid Waste

Solid Waste is defined as any (household) garbage, or (household) refuse, sludge from a waste water treatment plant, water supply treatment plant, or air pollution control facility and other discarded material, including solid, liquid, semi-solid, or contained gaseous material resulting industrial , commercial, mining, and agricultural operations, and from community activities, but does not include solid or dissolved materials in domestic sewage, or solid or dissolved materials in irrigation return flows or industrial discharges that are point sources subject to permit under 33 USC 1342, or source, special nuclear, or by-product material as defined by the Atomic Energy Act of 1954, as amended (68 Stat. 923). USEPA 40 CFR Part 258.2 and IC 39-7403.50


Commercial/Industrial Waste

Commercial/Industrial Waste that may be considered as normal municipal solid waste are those wastes that may be landfilled without any special procedures, handling, or testing by landfill personnel. Each industrial waste and/or waste stream which does not meet the above criteria may be evaluated individually to determine if the waste will be accepted. The burden of proof that a particular industrial waste and/or waste stream is an acceptable innocuous waste is solely the responsibility of the waste generator. Any industrial wastes which fit the above criteria will not automatically be accepted at the landfill. The Canyon County Commission reserves all rights to either accept or reject any industrial waste and/or waste stream regardless of data supplied by the waste generator. The County encourages industrial waste generators to evaluate their waste stream(s) to minimize, detoxify, and recycle as much of the waste stream as possible.


Asbestos

Disposal of Asbestos Containing Materials (ACM) is regulated by criteria in 40 CFR Part 61 National Emission Standards for Hazardous Air Pollutants: Asbestos NESHAP Revision. 40 CFR 61.154 prescribes for active waste disposal sites the handling requirements of ACM from asbestos mills, demolition or renovation projects, manufacturing, spraying, and fabricating processes. The requirements on ACM from demolition or renovation projects are limited to projects involving residential facilities with greater than four dwelling units, demolition of one or more houses as part of an urban renewal project, highway construction project, shopping mall development, industrial facility, or private development (with greater than four dwelling units).

A material is considered an ACM under 40 CFR 61.154, if it contains more than one percent asbestos as determined by Polarized Light Microscopy (Appendix A, subpart F, 40 CFR part 763, section 1). This includes asbestos containing packings, gaskets, floor tile (including asphalt tile, vinyl tile, and sheet vinyl floor covering), asphalt roofing products, and any asbestos containing material that can and cannot be crumbled, pulverized, or reduced to powder by hand pressure.

The County shall comply with all disposal criteria as required by 40 CFR 61.154. The County will only accept those ACMs which are delivered to the site in conformance with handling, labeling, packaging and all other criteria as required for waste generators and transporters of 40 CFR Part 61.

Acceptance Procedure

The following procedure details the process of identifying asbestos-containing material which are regulated by 40 CFR Part 61.

  1. Determine if a waste hauler is transporting asbestos-containing material.
  2. Determine the origin of the ACM.
    1. Is the material from an asbestos mill, a manufacturing, spraying, or fabricating process?
    2. Is the material from a demolition or renovation project?
      1. Does it involve a residential facility with greater than four dwelling units? or
      2. Does it involve the demolition of one or more houses as part of an urban renewal project, highway construction project, shopping mall development, industrial facility, or private development (with greater than four dwelling units)?

If the answer to question 1 or any part of question 2 is yes, then the material is a regulated ACM and may only be accepted using the special handling procedures described below.

Special Handling Procedure

The following procedure details the extra management criteria mandated by 40 CFR 61.154 to which the County must comply.

  • ACM is not accepted after 3 pm to ensure that at least six inches of compacted non-ACM will be placed over the ACM waste during the same operating day or within twenty-four hours of disposal. If the ACM wastes are not buried within 24 hours the County will erect warning signs at all entrances and at intervals of 330 ft or less along the property line of the site or along the perimeter of the sections of the site where ACM waste is deposited.
  • Waste shipment records (WSR) manifests for each ACM load must be given to the scale house attendant. A copy of an acceptable WSR form is included in Appendix C. The scale house attendant will review the WSR for accuracy, and sign for receipt of material. A copy of the waste manifest will be returned to the waste generator within 30 days of receipt of the waste.
  • The County will submit, to the Southwest District Health Department, Division of Environmental Quality, and the regional Environmental Protection Agency, a discrepancy report if any incongruities are discovered with the WSR regarding waste quantities or condition of the waste. The report will be submitted within 15 days for waste volume discrepancies and 1 day for improperly enclosed or uncovered waste.
  • All copies of WSR’s will be retained as part of the site record and will be available for inspection by regulatory agencies at the site during normal business hours.
  • The landfill may contain buried regulated ACM anywhere within the horizontal and vertical limits of the landfill footprint.
  • All applicable regulatory agencies will be notified at least 45 days prior to excavating or otherwise disturbing any ACM waste that has been previously covered. Notification shall include scheduled starting and completion dates, reason for disturbing the waste, procedures to be used to control emissions during excavation, storage, transport, and final disposal.
  • A copy of all the records of ACM disposal locations and quantities will be submitted to the regulatory agencies upon closure of the landfill.

Within 60 days of landfill closure, a property deed of the landfill will be filed which contains: statements that land was used for ACM disposal, statement that all records of ACM waste disposal locations and quantities were properly filed, and that the site is subject to 40 CFR 61 subpart M (40 CFR 61.140 through 61.157)

Small Business Hazardous Waste

Canyon County Solid Waste hosts Hazardous Waste Collection Events for businesses that qualify as a Conditionally Exempt Small Quantity Generator (or CESQG) under the Resource Conservation and Recovery Act  (40 CFR §261.5). To qualify as a CESQG, a business must generate less than 220 pounds of hazardous waste and less than 2.2 pounds of acute hazardous waste each month.

Waste collection events will take place quarterly from 10:00 a.m. to 4:00 p.m. on the following dates and locations

  • Wednesday, December 14, 2022 @ O’Connor Field House in Caldwell
  • Saturday, March 18, 2023 @ Ford Idaho Center in Nampa
  • Wednesday, June 14, 2023 @ O’Connor Field House in Caldwell
  • Saturday, September 9, 2023 @ Ford Idaho Center in Nampa

  • How do I know if I qualify as a Conditionally Exempt Small Quantity Generator (CESQG)?
    • CESQGs are defined by the Resource Conservation and Recovery Act (RCRA) [40 CFR §261.5] as businesses that generate no more than 100 kg (220 pounds) of hazardous waste in a calendar month and no more than 1 kg (2.2 pounds) of acute hazardous waste in a calendar month.
  • Do I need an appointment?
    • Yes, you must schedule an appointment with Stericycle Environmental Solutions to participate in this event.
  • What types of payments do you take?
    • Stericycle Environmental Solutions will accept Company Check or Credit Card.
  • If my business is located outside of Canyon County can I participate in this event?
    • No, this event is only open to businesses within Canyon County.
  • Are there any fees, for this event?
    • Yes, depending on what type of waste you are bringing there will be fees for disposal of your waste. The cost of transportation, sorting, packaging will be at no cost.
  • What types of waste/hazardous waste can I bring?
    • Paint (Latex and Oil Based); Chemicals; Batteries; Fluorescent Tubes and Light Bulbs; Ballasts; Oil; Fire Extinguishers; Compressed Gasses; Spill Debris; Propane Tanks; CRT’s (Tube TV’s and Monitors) etc.
  • ​What types of hazardous waste can I not bring?
    • The event will not accept pharmaceutical waste or materials that are explosive, radioactive or infectious.
  • What if my business generates more than 220 pounds of hazardous waste per month?

Types of waste NOT ACCEPTED

Motor Homes/Drivable Vehicles

Pickles Butte Sanitary Landfill does not accept motor homes, buses or any drivable vehicle that requires licensure to operate on public roads.  Motor bikes, riding lawn mowers, etc. can be accepted and placed in the metal pile (oil and gas removed).

Recreational trailers

Pickles Butte Sanitary Landfill will accept travel trailers, fifth wheels or other portable recreational units (campers) with the following procedures:

  1. Owner or transporter must remove a/c unit from the trailer/camper and place in appropriate transfer station area.  A refrigeration charge will be applied.
  2. Screeners must screen the trailer for tires and other waste that may require charges, or wastes not accepted such as hazardous waste or large volumes of paint, etc.
  3. Staff should not enter the trailer/camper.
  4. Pickles Butte Sanitary Landfill will remove tires; however, the customers will be charged for each tire left and an equipment fee.

Canyon County provides an opportunity for individuals to recycle various materials at the landfill. the following items are collected for recycling:

  • Bulk metal and appliances
  • Refrigerators
  • Lead Acid batteries
  • Used motor oil
  • Diesel
  • Gasoline
  • Antifreeze

Can I pay the Fee Online?
Yes.  Canyon County Solid Waste has contracted with Point & Pay to provide an online payment service.

This online service for electronic payments charges a convenience fee (2.75% of total amount quoted by landfill representative) for use of this service. The convenience fee is automatically calculated and included in final step of check-out online.  All credit card payments will charged a 2.75% fee (minimum fee of $2.00).

  • This non-refundable convenience fee covers the costs of secure payment processing, servers, hosting, and accounting and does not benefit Canyon County Solid Waste.
  • A “ticket or account number” is required to complete online payment.

What is the minimum fee?
The minimum fee for Canyon County and Owyhee County residents is $5.00. Other additional fees may apply for Canyon & Owyhee County residents.

Will I need to cover my load before going to the Landfill?
Starting April 17, 2005 the requirements for covered waste loads will be enforced for all loads delivered to the Pickles Butte Sanitary Landfill. The applicable County Code section from Chapter 2 Article 3 is provided below:

  • 02-03-03(3) Prohibited: It shall be unlawful for any person hauling garbage, refuse, rubbish or trash of any kind upon the public highways of Canyon County outside the corporate limits of any municipality within Canyon County to haul garbage, refuse, rubbish or trash without covering and securing such garbage, refuse, rubbish or trash in a manner as to prevent scattering or blowing or loss of the material being so transported. (Ord. 05-011, 4-6-05, eff. 4-10-05: 2005 Code)
  • 02-03-15-(2)Penalty: Any person violating any section of this article, other than sections 02-03-08 or section 02-03-13(4) of this article, shall be guilty of a misdemeanor and each separate violation hereof shall be punishable by fine or not more than three hundred dollars ($300.00). Solid Waste Advisory Committee

Our purpose is to improve and manage the disposal of solid waste in Canyon County by meeting regularly to make recommendations to the Canyon County Board of County Commissioners “BOCC”. We assist in the development of programs and policies concerning solid, hazardous, and special waste reduction, handling and/or disposal in Canyon County. We also review and comment upon proposed program’s rules, policies, or ordinances dealing with solid, hazardous, and special waste including reduction, handling and/or disposal prior to their adoption by the BOCC.
